This Technical Mission is a unique occasion to gather institutions from the European and Latin American Innovation Ecosystems in parallel to the European Commission’s ‘Clusters go International’ event. The four day mission, which will include a half-day session in the European Parliament, will look to promote networking, sharing experiences and ultimately generate concrete partnerships, establishing the basis for the next two years actions in co-generation and opportunity development of technology-based business opportunities (TBBO).


  • Generate specific collaborations between public administrations in EU and LAC in order to define and deploy policies and programmes for technology and innovation and their transfer to the market.
  • Create (or lay the foundations to create) programmes to support the creation and development of business opportunities between SMEs based on technology EU and LAC, e.g. bilateral programmes, cooperation programmes and exchange programmes.
  • Identify, orient and coordinate existing programmes.
  • Disseminate and share the actions of the different actors attending, facilitate networking and exchange experiences in this topic.
  • Generate Multiplying Strategic Alliances (many to many).


  • EU and LAC public administrations who define and deploy technology and innovation policies and programmes, as well as their transfer to the market.
  • EU Parliament members.
  • EU and LAC Cluster Managers.
  • Main actors in the R IS3 strategies of EU and LAC regions.
  • Enterprise support organizations (chambers, clusters, associations).
  • Technology Centers and leading entities which can lead technology-based businesses.


  • One half-day agenda within the European Parliament in order to
    • Exchange views with members of the European Parliament involved in European R&I.
    • Be aware of the future EU plans for innovation from the EU Commissioners and members of the European Parliament.
    • Disseminate LAC initiatives in R&I to promote technology-based business between EU and LAC, to a unique audience made of the political, entrepreneurial, academic and scientific elite in Europe.
  • Networking and experience Exchange with other innovative organisations and policy makers in Europe.
  • Public-Private Collaboration sessions among actors in research, technology development and innovation in Europe and Latin America, in order to
    • Define new instruments to support the generation and development of TBBOs.
    • Help coordinate and orient existing instruments in order to become more effective.
    • Establish agreements and multiplying alliances, involving many EU and lAC SMEs in common businesses.
    • Design the ELAN Network as a sustainable entity in the future.
    • Define the ELAN Network activities for the coming two years.
